Una política regional para la Sociedad de la información: el caso de San Luis, Argentina
Abstract
The article describes and analyzes the scope of the San Luis Digital program in Argentina. The authors study the implementation process and achievements of the Plan, from two complementary viewpoints: the connectivity and digital inclusion of the Province´s population (431,588 inhabitants), and the restructuring of the education system, and productivity in ICT-based goods and services based, represented by the implementation and development of the Information Technology Park. The first phase of the qualitative and quantitative research was conducted between 2008 and 2009; the second phase is currently being developed until 2012. The purpose is to provide the University of La Punta, as the actor entrepreneur, updated data on the impact and scope of the San Luis Digital programs, as well as information on the perception of these programs stakeholders and beneficiaries with respect to innovations, openness, and needs. The authors assess the progress of San Luis towards Innovation Society considering the following points: the generation of a culture of sociotechnical innovation, the creation of an environment for innovation through the location of information technology companies and cross-fertilization with the University; the technology-work relationship with respect to location of companies, creating jobs and generation of specialized human resources, lifelong learning and the generation and dissemination of new knowledge and the territory as a place of definition of public policies for the Knowledge Society.
