Abstract
This paper addresses the logics of media production, the rationale of the economy of information and the entertainment markets vis a vis public policies, and specifically communication policy making. Communication industries are hereby considered from the point of view of a global market paradigm, but in the context of a scenario, considered unique in the history of Mexican politics and the history of media development in this country, in which processes of public policy making are to be finally related to the impact of global markets and to the economic, social and cultural conditions of this country.
